Deploy Frax Ferry on Moonriver (2nd vote)

Hey guys,

since FIP-159 was passed I am proposing to deploy FraxFerry on Moonriver. First proposal of deploying Fraxferry on Moonriver was rejected on 25th December 2022 with 1 x Quorum < Participation < 2 x Quorum which gives us 30 day cooldown period. The earliest revote can start is Jan 24 which is exactly 5 days from now so lets get it done!
